ジェフはバークリー音楽院卒業後、1982年のビリー・スクワイアの大ヒット・アルバム「エモーションズ・イン・モーション」に参加。

ビリーのバンド・メンバーとして活躍すると同時に名うてのセッション・ギタリストとして活躍。

ティナ・ターナー、ピーター・ウルフ、ヴァネッサ・ウィリアムズ、ビル・エヴァンスをはじめ、R&Bやロック、ジャズなどさまざまなフィールドのアーティストの作品に自身の演奏を提供。

その一方でジャズ・ギタリストとして自身の活動も続け、1988年にファースト・ソロ「Unspoken Words」をリリース。

ロッド・スチュワートのバンドにも迎えられ、ロッドのバンドでも高い評価を得ることになった。

９５年にはロッドのバンドを後にして前年に結成した自身のバンド、アヴェニュー・ブルーの活動に専念。

その後はソロ名義などで「デンジャラス・カーヴス」や「ソウル・セッションズ」など15枚のアルバムをリリース。

2011年にジェフは視神経不全のため視力を完全に失う。

だが彼は「幸い、ぼくは視力がなくてもやっていける職業にありついているんだ」と気丈に自身の難局について語っていたという。

その翌年にはニューヨークの地下鉄でホームから線路に転落し列車に引きずられるという事故に見舞われた。

だが奇跡的にわずかな傷で済んだという。

この時の経験をもとに遺作となった「Train Keeps a Rolling」を２０１３年にリリース。

また、ジェフは昨年11月にパーキンソン症候群のひとつとして知られる進行性核上性麻痺に罹っていたのだった。

2015年1月1日に他界。

享年５９歳。
